Summary Explanation/Background
THE PARKS AND RECREATION DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.
On November 4, 2024, the Director of Purchasing executed Bid/Contract No. PNC2127003C2 with MBR Construction, Inc. for the Tradewinds Park Educational Farm & Gardens in the amount of $21,821,488.
The referenced Contract provides for the demolition of various structures and amenities and construction of a new animal barn, welcome center, open venue, playgrounds, and other site amenities.
This item allows for an increase in change order allowance from $1,091,074 (5%) to $2,400,364 (11%) to address the following potential change orders: correction of prior contractor work; additional costs due to growth of the trees and palms being removed or relocated as the tree inventory was completed in October 2020; an existing septic tank which requires abandonment and a new connection to a lift station and the existing forced sewer main; tariffs on steel which were not anticipated during the bidding phase; increased permit costs which were originally estimated based on a lower construction value; owner requested changes; and additional costs for increased roadway loads as required by the City of Coconut Creek Fire Department.
As the time for completion is less than two years, this change order allowance increase will expedite the processing and approval of change orders required during construction.
The demolition permit for the project has been issued and the Second Notice to Proceed has been issued to start all demolition work.
