Section 20.8 of the Administrative Code requires that a report be submitted to the Board at the beginning of each year to establish the personnel cap.

Approves the number of authorized positions for Fiscal Year 2026.

Summary Explanation/Background

The Fiscal Year 2026 total personnel cap is based on the Fiscal Year 2026 Adopted Budget. The Fiscal Year 2026 total personnel cap of 6,676 reflects a net decrease of 159 positions compared to the Revised Fiscal Year 2025 personnel cap (Exhibit 1). The 9 positions added, and 168 positions abolished from the personnel cap is briefly described below. (Intra-department transfers and eliminated positions are not described in detail).

 

Operating Positions

 

County Administration (two positions abolished total) One position is abolished from the County Administration section. Office of Management and Budget - one position is abolished.

 

Libraries, Parks and Cultural (two new positions and 28 positions abolished total) Libraries - 15 positions are abolished from Libraries division. Parks - Two positions are added to support Hollywood North Beach Park’s mooring field operations and thirteen positions are abolished from the Parks division. 

 

Public Works and Environmental Services (one new position, two positions transferred out and 51 abolished positions total) Administration - three positions are abolished. Animal Care - two positions are abolished. Environmental Permitting - One position is abolished from the Environmental permitting Administration section; one position is abolished from the Water and Environmental Licensing section; one position is abolished from the Environmental Protection section. Housing Finance - one position is abolished from the Housing Finance Fund, seven grant positions are abolished from the Housing grants and two positions are transferred to Housing Capital. Natural Resources - one position is abolished from Environmental Monitoring; two positions are abolished from Energy and Sustainability. Pollution Recovery Trust - one position is abolished. Housing and Urban Planning - one position is abolished from Development and Environmental Review; one position is abolished from Planning. Construction Management - two positions are abolished. Facilities Maintenance - four positions are abolished from the Program Administration/Management section; six positions are abolished from the Repairs and Maintenance section; one position is abolished from the Roads and Grounds section. Highway Construction and Engineering - two positions are abolished from the Administration section; two positions are abolished from the Engineering Management and Design section; four positions are abolished from the Engineering Services section. Highway and Bridge Maintenance - four positions are abolished from the Construction/Highway Maintenance section. Traffic Engineering - three positions are abolished from the Signal Construction/Maintenance section; one position is abolished from Signal Systems Engineering. Broward Municipal Service District Waste Collection - one new position is added to assist with the new Litter Control program.

 

Finance and Administrative Services (14 abolished positions total) Accounting - two positions are abolished. Enterprise Technology Services - three positions are abolished in the Customer Program Office section; two positions are abolished in Application Services; one position is abolished in Infrastructure Services; one position is abolished in Financial Systems Support. Human Resources - one position is abolished from the Human Resources/General Services section. Records, Taxes and Treasury - three positions are abolished from the Records, Taxes and Treasury Administration section; one position is abolished in the Recording section.

 

Transportation (69 positions abolished total) Administration - one position is abolished. Capital Delivery and Infrastructure Maintenance - 12 positions are abolished. Customer Experience - one position is abolished. External Affairs and Communication - two positions are abolished. Operations - 45 positions are abolished and eight grant positions are abolished.

 

Boards and Agencies (three new positions and three abolished positions total) Medical Examiner and Trauma Services - one position is abolished in Operations; one position is abolished from Toxicology. Planning Council - one position is abolished. Office of Inspector General - three new positions are added to provide investigation services funded by the School Board of Broward County.

 

Non-Departmental (three new positions total) Three new positions are added to assist in the financial and administrative management of the Hotel Enterprise Operating Fund.

 

Capital Positions

 

Public Works and Environmental Services (two positions transferred in and one abolished position total) One position is abolished from the Traffic Engineering Gas Tax; two positions are added to Housing Administration as a transfer from the General Fund.
