Why Action is Necessary
In accordance with Broward County Procurement Code Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided in the contract.
What Action Accomplishes
Approves the Second Amendment to the County’s Advertising Agency Services Contract and authorizes the Mayor and Clerk to execute same.

Summary Explanation/Background
THE PURCHASING DIVISION, THE TRANSPORTATION DEPARTMENT, AND THE GREATER FORT LAUDERDALE CONVENTION & VISITORS BUREAU RECOMMEND APPROVAL OF THE ABOVE MOTION.
The purpose of the proposed Second Amendment to the County’s Advertising Agency Services Agreement with Spark Branding House, Inc., is to add the Transportation Department (BCT) as an authorized using agency so that the vendor can provide creative brand development services, production services, and media planning services, including buying and designing strategic marketing campaigns for BCT.
On August 22, 2024, Item 55, the Board approved an agreement with between Broward County and Spark Branding House, Inc., for Advertising Agency Services, Request for Proposals (RFP) No. GEN2127506P1, for the Greater Fort Lauderdale Convention & Visitors Bureau and other County agencies, in the initial three-year estimated amount of $47,885,340, which included $4,860,000 for monthly fee services; $1,650,000 for reimbursable expenses, $9,425,340 for optional services, and $31,950,000 for media buys, and authorize the Director of Purchasing to renew the Agreement for two one-year periods, for a five-year potential estimated amount of $79,705,220.
On January 24, 2025, the agreement was amended to add third-party research as a reimbursable service within the Scope of Services.
If approved, the proposed Second Amendment will add BCT as a using agency and increases the overall maximum not-to-exceed amount of the contract by $1,250,000 annually and $6,250,000 over the five-year term of the agreement for advertising and marketing services for BCT.
