Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action approves the acceptance of an FAA Grant Agreement for AIG Project No. 3-12-0025-102-2024 to provide federal grant funding and authorizes the Director of Aviation to execute the grant for the design of the Taxiway M Pavement Rehabilitation project (“Project”) at HWO.
Taxiway M is parallel to and north of Runway 10R-28L at HWO and is approximately 35 feet wide by 3,250 feet long. The Project will design the pavement rehabilitation of the taxiway and re-align the taxiway connectors M1 and M3 to meet the current FAA design criteria as recommended in HWO’s Airport Layout Plan.
Based on the 2022 State of Florida Department of Transportation (“FDOT”) Statewide Airfield Pavement Management Program (“SAPMP”), the Pavement Condition Index (“PCI”) for Taxiway M is 63 (Fair) on the PCI scale. The minimum PCI service level for taxiways is 70, therefore, the FDOT SAPMP indicates that Taxiway M is below this level and in need of rehabilitation. The distresses observed in the SAPMP were depression, patching, longitudinal and transverse cracking, raveling, swelling, and weathering. The pavement overlay of Taxiway M will enhance airfield overall safety and operations at HWO by improving the airfield pavement and re-aligning the connectors to current FAA design standards.
The total design cost for the Project (“Design Cost”) is estimated to be $517,366. The FAA will fund up to a maximum amount of $465,629 of the Design Cost. All remaining expenses for the design of the Project will be funded by FDOT, estimated to be in the amount of $25,868, and Broward County (“County”), estimated to be in the amount of $25,868, while covering any Project cost overruns.
The FAA notified the Broward County Aviation Department (“BCAD”) that the Grant Agreement will be received by the County on or after September 9, 2024, which is after the printing of the Commission Agenda for this action. These FAA Grant Agreements do not include the County's standard agreement provisions because the FAA requires the County to use its standard grant agreement. This action will authorize the Director of Aviation to execute the Grant Agreement. Upon receipt of the Grant Agreement from the FAA, BCAD will submit a copy to the Board submitted as additional material prior to its consideration of this action.
