MOTION TO APPROVE Grant Agreement No. CB00006-15-2026 between the Areawide Council on Aging of Broward County, Inc., and Broward County, in a total amount not to exceed $360,676 to the County, effective October 1, 2025 through September 30, 2026, for community-based services to eligible seniors; authorize the County Administrator to execute amendments to the Agreement, subject to legal sufficiency review and approval by the County Attorney’s Office, provided such amendments do not impose any additional financial obligations on the County; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE ELDERLY AND VETERANS SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of "building partnerships and working collaboratively with others to meet shared objectives" and the goal of "delivering accessible human services that holistically address the whole person collaboratively and compassionately.” By acquiring these local funds and partnering with the Areawide Council on Aging of Broward County, Inc. ("Council"), EVSD provides community-based services that allow eligible seniors to age in place, in their own homes with their familial caregivers.
Retroactive approval is requested because Agreement No. CB00006-15-2026, (Exhibit 1) was not finalized until January 20, 2026.
The Council makes funding available for case management and adult day care services for eligible seniors without requiring their qualification for the state-funded Community Care for the Elderly program. Eligible individuals, age 60 or older, receive appropriate elder care assistance to prevent, postpone, or reduce their placement in nursing homes and other institutions.
The Council does not require EVSD to serve a specific number of seniors. However, the Council requires EVSD to ensure there is no dual enrollment with any other state-funded case-managed program or the Statewide Medicaid Managed Care Long-Term Care program.
The Agreement is in the Council’s format and was reviewed and approved as to form by the County Attorney’s Office. The Council will sign last after the Commission’s approval.

The Agreement provides a total amount not to exceed $360,676 in funding from the Council. This Agreement does not require any cash or in-kind match from Broward County. This Agreement is utilizing the budget authority of the Broward County Fiscal Year 2026 Adopted Budget.
