Summary Explanation/Background
THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT, THE LOCAL PLANNING AGENCY (LPA), AND THE HOUSING AND URBAN PLANNING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
An amendment to the Broward County Comprehensive Plan is proposed to adopt a new Deepwater Port Component as part of the Coastal Management Element that is consistent with the 2024 Port Everglades Master/Vision Plan (PEMVP; See Exhibit 4-Goals, Objectives, and Policies and Exhibit 5-Support Document). Transportation Element Policies T4.2.7 and 4.2.8 are also being amended to replace references to the 2019 PEMVP with references to the 2024 PEMVP (See Exhibit 2 - Staff Report).
On November 13, 2025, the Board adopted the 2024 PEMVP (Item No. 9).
On January 14, 2026, the Broward County Public Works and Environmental Services Department held a Local Planning Agency (LPA) public hearing and recommended the Board find proposed Amendment 25-T2 consistent with the Broward County Comprehensive Plan and transmit the amendment to designated state review agencies.
On February 17, 2026, the Board transmitted the proposed amendment to state review agencies (Item No. 28).
On March 20, 2026, Florida Department of Commerce issued its Objections, Recommendations, and Comments Report. No objections, recommendations, or comments were issued; however, the South Florida Water Management District issued one advisory comment that stated “Future development associated with the Port Everglades Deepwater Port Component may require an Environmental Resource Permit (ERP) authorization from the applicable regulatory agency. The applicant should coordinate with the appropriate agency to determine permitting requirements.” In response, a paragraph was added to the Deepwater Port Component Support Document’s Implementation section to note that licenses and permits from state and federal authorities may be required (See Exhibit 6 - Objections, Recommendation and Comment Response).
