Summary Explanation/Background

PUBLIC WORKS DEPARTMENT/SOLID WASTE AND RECYCLING SERVICES RECOMMENDS APROVAL OF THE ABOVE MOTIONS.

This item supports the Broward County Board of County Commissioners’ (“Board”) goal of “Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.”

For over ten years, Broward County Solid Waste and Recycling has provided municipalities and the Broward Municipal Services District (“BMSD”) with the opportunity to receive additional services related to recycling and solid waste disposal.

These services are primarily comprised of three optional programs (collectively, “Optional Services”):

(i)                     The “Keep Broward Beautiful” Program, which provides for litter prevention, beautification, clean-up efforts, and coordination of volunteers for the Adopt-a-Street program;

(ii)                     The Household Hazardous Waste Program, which provides disposal services and electronics processing services to residents of participating government entities at Broward County’s Residential Drop-Off Centers and through various remote collection events; and

(iii)                     The Bulk Trash and Yard Waste Drop-Off Program, which enables residents of participating government entities to dispose of bulk trash and yard waste at Broward County’s Residential Drop-Off Centers.

Currently, Broward County Solid Waste and Recycling provides some or all the Optional Services to residents of eighteen different municipalities pursuant to interlocal agreements and all the Optional Services to residents of the BMSD.

The existing interlocal agreements, originally approved on a fee-for-services basis by the Board on August 28, 2012 (Item No. 48), and subsequently renewed on April 10, 2018 (Item No. 12), and June 6, 2019 (Item No. 15), will expire on September 30, 2024.

If approved, Motion A will authorize the County Administrator to execute a new Optional Services ILA (Exhibit 1) with government entities to provide any or all Optional Services on a fee-for-service basis. The Optional Services ILA has an initial term expiring on September 30, 2026, and allows for three one-year extension terms.

If approved, Motion B will authorize residents living within the BMSD to avail themselves of the Optional Services.
