Summary Explanation/Background
THE PARKS AND RECREATION DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.
The International Cricket Council (“ICC”) Men’s T20 World Cup 2024 (the “Cricket World Cup”) will be co-hosted by the USA and West Indies, and will take place beginning in June 2024, with 55 cricket matches occurring throughout the tournament at various host venues. Central Broward Park & Broward County Stadium (the “Park”) was selected as one of the host venues for the World Cup.
On November 14, 2023 (Item No. 86) (the “First Delegation Authority”), the Board of County Commissioners authorized the Director of Purchasing to award and/or negotiate and execute any contracts, agreements, amendments, change orders, or work authorizations necessary to complete the facility improvements to Central Broward Park & Broward County Stadium in preparation for the Cricket World Cup up to the allocated aggregate amount of $8,397,000, and to waive application of the Broward County Procurement Code for these procurements provided that they include as much competition as the Director of Purchasing determines prudent in light of the expedited timeline, based on a finding that such was in the best interest of the County.
Since the approval of the First Delegation Authority item, the Director of Purchasing has awarded procurements for the completion of new covered seating grandstands, VIP areas, a media station, a new scoreboard, various facility preparation services, field maintenance, and other incidentals such as the conversion of a corporate shelter, facility improvements required to meet ICC standards, and clay required for the cricket pitch and practice pitches.
Some additional improvements are now required that were not originally anticipated. For example, it was not anticipated that any games would take place at night, but the release of the final tournament schedule showed that games will be taking place into the evening. This has created a need to add safety lighting fixtures to the grandstand’s construction project. For all standards to be met by June 2024, additional deferred maintenance and facility improvements will also need to be made. This includes lightning protection for the grandstands, two additional canopies, replacement fencing, additional pavement for an enhanced fan experience, and updated IT/AV infrastructure for the new and existing grandstands.
Training/practice will begin in May 2024, with the games beginning in June 2024. Expediting the additional procurements will enable the Park time to ensure the facility improvements comply with ICC requirements. In addition, these improvements will enable the Park to enhance the guest experience at one of the premier international sporting events.
In total, the County has spent (expensed, encumbered, and/pre-encumbered) $9,018,190 in preparation of the Cricket World Cup, as of April 24, 2024.
Procurements effectuated under this authority will be reported back to the Board by conclusion of the Cricket World Cup.
