Summary Explanation/Background
THE PURCHASING DIVISION AND THE PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s Goal of “Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection”.
The Office of Economic and Small Business Development (OESBD) has assigned no CBE Goal to this solicitation, based on grant funding (Exhibit 2).
The purpose of this solicitation is to engage the services of a qualified firm to provide consultant services for tidal flood resiliency and mitigation at Hollywood North Beach Park. The firm will be required to provide comprehensive planning, design, permitting, construction contract administration services, and grant management services for the hardening of the seawalls.
This item is related to State of Florida Department of Environmental Protection (FDEP) Grant No. 22FRP15, which is scheduled for Board consideration on June 6, 2023; award of the contract for RFP No. PNC2126018P1 is contingent upon Board and FDEP approval of Grant No. 22FRP15 and associated funding.
The Request for Proposals (RFP) method of procurement was selected for this project to best serve the County with evaluation criteria emphasizing the vendor’s qualifications. The RFP method provides for predefined evaluation criteria for the ranking of firms based upon the required specialized technical expertise. Due to the requirements of the Consultants’ Competitive Negotiation Act (CCNA), this RFP will not use price as an evaluation criterion; therefore, proposers are required to determine the best method to accomplish the specialized services as outlined in the RFP (Exhibit 1).
The RFP has been reviewed with the County Auditor’s Office and all matters were addressed.
