Why Action is Necessary

In accordance with the Broward County Procurement Code, Board approval or delegation of authority is required to approve amendments to agreements in excess of the award authority of the Director of Purchasing.

 

What Action Accomplishes

Authorizes the County Administrator, or her written designee, to negotiate, approve, and execute an amendment to the agreement for the provision of scheduled bus services at County designated locations to provide additional efficiencies in service based on ridership levels.

Summary Explanation/Background

THE TRANSPORTATION DEPARTMENT (BCT) RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board’s Connected Community Goal of "Cooperatively delivering an efficient and accessible regional intermodal transportation network."

 

On October 25, 2022, item 22, the Board approved an agreement with Limousines of South Florida, Inc. (LSF) to provide certain fixed-route bus service as part of Broward County Transit’s CT’s overall transit system in the initial three-year estimated amount of $3,313,287; and authorized the Director of Purchasing to renew the contract for two one-year periods, for a potential five-year estimated amount of $5,691,056. The agreement between the County and Limousines of South Florida, Inc began on November 1, 2022, and the first of the renewals has been exercised for the period of November 1, 2025, through October 31, 2026. Through this agreement, LSF provides continued public transportation services (fixed-route bus service on Routes 15, 23, and 56W) and emergency services for BCT as requested during County designated emergencies based upon an alternative contracted service methodology using County cutaway type mini-buses.

 

If approved, the County Administrator or her written designee will be authorized to negotiate, approve, and execute an amendment to add two additional routes to the existing agreement to provide additional efficiencies in service based on ridership levels. The maximum amount of the agreement will also increase from $5,691,056 to approximately $12,578,842 over five years based on the negotiated rates for the expanded service. Any such amendment will be subject to review and approval as to legal sufficiency by the County Attorney’s Office.
