Summary Explanation/Background

THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development (OESBD) designated this project as a reserve opportunity for certified County Business Enterprise firms. Chin Diesel, Inc. is a certified CBE, and therefore is considered a responsive and responsible bidder under the provisions of this contract (Exhibit 2).

The contract provides all labor, materials, equipment, incidentals, and services for the collection and environmentally safe disposal of fluorescent lamps and light bulbs.

The Director of Purchasing has determined the apparent low bidder, E-Scrap, Inc. (non-CBE), to be non-responsible to the bid requirements. E-Scrap, Inc. did not submit its Letter of Intent within OESBD’s deadline and was determined to be non-compliant to the goal requirements. E-Scrap, Inc. is deemed non-responsible, and its bid has been rejected for not complying with the goal requirements. The difference in the bid amount of the apparent low bidder (non-CBE) and the low, responsive, responsible bidder (CBE) is $138,400 annually.

The Port Everglades Department has reviewed the bid submitted by Chin Diesel, Inc. and concurs with the recommendations for award (Exhibit 3).

No County vendor performance evaluations have been completed for Chin Diesel, Inc.

The Purchasing Division reviewed the prices submitted by Chin Diesel, Inc. and has determined that the prices submitted are fair and reasonable in comparison to the next bidder and staff estimate (Exhibit 4).

The bid was advertised on June 6, 2024 and opened on June 21, 2024; three bids were received with no declinations (Exhibit 1).

The Recommendation for Award was posted on the Purchasing Division website from July 26 - August 2, 2024. There was no protest filed against this procurement.

The contract consists of the County’s solicitation and the vendor’s response.

The initial contract period begins on date of award.
