Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, the Broward County Board of County Commissioners’ (“Board”) approval is required for threshold increases above the $500,000 award authority of the Director of Purchasing.

Increases contract threshold for allowances to ensure continuity of solid waste trash removal and recycling services for the Broward County Aviation Department (“BCAD”) for the remainder of the potential five-year contract through August 31, 2028.

Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action will increase the threshold for allowances for the contract with Great Waste and Recycling Services, LLC (“Great Waste”), to provide solid waste trash removal and recycling services at Broward County’s Fort Lauderdale-Hollywood International Airport (“FLL”).
On July 26, 2023, during the Board’s summer recess, the County Administrator awarded the contract, which was later ratified by the Board on September 19, 2023 (Item No. 66). However, due to a scrivener’s error, the contract initial amount was incorrectly awarded as $943,440, which reflected only the annual amount rather than the total cost for the full three-year initial term through August 31, 2026 (excluding the two optional one-year renewals).
On August 22, 2024 (Item No. 81), the Board approved a first threshold increase for the contract to reflect the correct cost of services, increasing the initial three-year term amount from $943,440 to $2,830,320, and increasing the potential five-year contract amount from $1,572,400 to $4,717,200.
As a result of annual increases in disposal fees paid to Great Waste as well as unanticipated increases to services, in June 2025, BCAD staff determined that the contract required further adjustment until the costs for the entire length of the contract could be fully determined through August 31, 2028. This resulted in a request for a threshold increase from the Director of Purchasing. On June 27, 2025, the Director of Purchasing approved a second threshold increase of $500,000, increasing the initial three-year term amount from $2,830,320 to $3,330,320 and increasing the potential five-year contract amount from $4,717,200 to $5,217,200.
BCAD staff reviewed the increases of fees and anticipated increase to services provided under the contract and determined that another threshold increase is needed for the duration of the contract through August 31, 2028. This proposed action will increase the threshold for allowances of the contract by $1,900,000 for solid waste trash removal and recycling services at FLL for the remainder of the potential five-year contract, changing the contract amount from $5,217,200 to $7,117,200.
