MOTION TO APPROVE Agreement No. BWL35 between the State of Florida Department of Health-Broward County Health Department (“BCHD”), and Broward County, effective October 1, 2026 or the date of full execution, whichever is later, through September 30, 2027, to provide sexually transmitted infections and human immunodeficiency virus testing, and non-occupational post-exposure prophylaxis treatment to certain victims and adult survivors of sexual assault completing a forensic medical examination at the Nancy J. Cotterman Center; authorize the County Administrator to execute renewals and amendments to the Agreement, subject to legal sufficiency review and approval by the County Attorney’s Office, provided such amendments do not materially increase the County’s obligations; and authorize the County Administrator to take all necessary administrative actions to implement the Agreement.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Broward County’s collaboration with BCHD allows sexual assault survivors the opportunity to obtain sexually transmitted infections (“STI”) and human immunodeficiency virus (“HIV”) testing, and access to timely non-occupational post-exposure prophylaxis (“nPEP”) treatment at the Nancy J. Cotterman Center (“NJCC”).
The Agreement (Exhibit 1) follows the previously approved Agreement No. BWF14, which ended September 30, 2026. It builds on the existing framework to improve client access to STI and HIV treatment while reducing re-traumatization by eliminating the need to visit additional facilities to seek treatment. The Agreement also provides NJCC with free transportation of biological samples obtained from nPEP-eligible clients to BCHD’s designated laboratory. BCHD will provide all testing materials, medications and lab services to NJCC at no cost. BCHD will also provide partner services and linkage care including post-test counseling, access to a medical provider for treatment, monitoring of baseline labs depending on prescribed medication, and medical follow-up screening to all clients with a positive STI or HIV result.
The Agreement is in the form required by BCHD and has been reviewed and approved for legal sufficiency by the County Attorney’s Office. BCHD will sign last after Commission approval.

Fiscal Impact
Fiscal Impact/Cost Summary
There is no fiscal impact related to this Agreement as STI and HIV testing will be performed by existing NJCC staff using funding that has already been appropriated in NJCC’s Fiscal Year 2026-2027 budget. BCHD will also bear the cost of medication and ancillary supplies, biological specimen transportation, and laboratory services.
