MOTION TO AUTHORIZE County Administrator or written designee to negotiate, approve, and execute an amendment to the agreement between Broward County and Marlin Engineering (RFP No. TRN2122666P1) for the Low-Stress Multimodal Transportation Master Plan for an additional $200,000 in surtax funding (for a new total agreement amount of $680,520) and to extend the agreement for an additional eight months (for a new total duration of 26 months), and to revise certain scope elements, subject to review and approval as to legal sufficiency by the Office of the County Attorney; and authorize the County Administrator to take any necessary administrative and budgetary actions to implement the amendment.

Why Action is Necessary
The addition of surtax funds will be used to restore the project’s scope of work to its original intent, extend the project timeline, and allow for additional necessary activities and deliverables.
What Action Accomplishes
The action allows the Low Stress Multimodal Master Plan to seamlessly integrate into the federally funded Safe Streets and Roads for All (SS4A) Broward Safety Action Plan. Further, this action fulfills the original intent of the project’s Scope of Work, including robust public participation and engagement necessary for its intended longevity. The successful completion of this Master Plan, the feasibility analysis, and conceptual design establishes the framework for countywide multimodal investments and the pursuit of future federal funding for SS4A implementation grants.

Summary Explanation/Background
MOBILITY ADVANCEMENT PROGRAM RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s “Cooperatively delivering an efficient and accessible regional intermodal transportation network” goal.
Broward County’s Low Stress Multimodal Mobility Master Plan (Master Plan) is a countywide master planning effort to create a safer network for people walking, bicycling, and using personal conveyance devices to and from destinations, including transit stops and stations. The Master Plan is being developed through a creative, inclusionary public and stakeholder engagement process. This process will create visionary, context sensitive, innovative approaches addressing the diverse needs and skillsets of the public.
The Master Plan project had an original budget of $480,520 funded with the Constitutional Gas Tax Fund. The motion to authorize an additional $200,000 in surtax funds will enable five additional feasibility analyses for the top ten prioritized projects and conduct one additional conceptual design sketch plans to prepare the projects for programming into Design and Construction Phases. The funds will add five more stakeholder meetings, five additional public and stakeholder events, four more workshops, ten more presentations for required agency committees, six more presentations, and ten new pieces of collateral materials, as examples.
The addition of surtax funds to this project was reviewed by the Purchasing Division and the Office of Economic and Small Business Development. The CBE goal on the entire Master Plan remains set at 30%. Marlin Engineering has expressed its intent that the CBE firms will exceed the goal and receive 37% of the project funds.
