Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This action approves the On-Airport Land Lease for the continued operation and maintenance of the Air Traffic Control Tower at Fort Lauderdale-Hollywood International Airport.

 

On August 3, 1982 (Item No. 4), the Board approved a lease between the County and the Federal Aviation Administration (“FAA”) for the operation of the Air Traffic Control Tower (“ATCT”) at Fort Lauderdale-Hollywood International Airport (“FLL”).

 

The proposed On-Airport Land Lease succeeds the prior lease, commences retroactively on October 1, 2022, continues through September 30, 2042, and updates certain terms and conditions. The initial draft of the On-Airport Land Lease between the FAA and Broward County was not received by the Broward County Aviation Department until October 2023. The On-Airport Land Lease required multiple rounds of revisions and coordination between both parties. Additionally, staff transitions at the FAA and the County during the process contributed to delays in finalizing the lease.

 

The On-Airport Land Lease covers approximately 1.62 acres at FLL on which the ATCT is located. No rent or other monetary consideration is paid by either party under the On-Airport Land Lease. The rights extended to the FAA are in consideration of the FAA's obligations to establish, operate, and maintain the ATCT, which supports the National Airspace System.

 

The proposed On-Airport Land Lease has been reviewed and approved as to form by the Office of the County Attorney and will be distributed to the Board as additional material.
