A. MOTION TO APPROVE sole brand designation of data storage hardware, software, support, and training products from Everpure, Inc., also known as Pure Storage, Inc. (“Everpure”), for the Enterprise Technology Services Division and the Broward County Aviation Department.
B. MOTION TO AWARD open-end contract to low bidder, United Data Technologies, Inc. d/b/a UDT, for Solicitation No. PNC2131219B1, for the Enterprise Technology Services Division and the Broward County Aviation Department, in the initial five-year estimated amount of $21,639,439, and authorize the Director of Purchasing to renew the contract for two three-year periods, for an 11-year estimated amount of $35,895,293.

Why Action is Necessary
Motion A: In accordance with Broward County Procurement Code Section 21.26, Sole Brand Procurement, any nonstandardized sole brand procurement above the Director of Purchasing award authority must be approved by the Board.
Motion B: In accordance with Broward County Procurement Code Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.
In accordance with Section 332.0075(3)(b), Florida Statutes, a governing body must approve, award, or ratify all contracts executed by or on behalf of a commercial service large hub airport in excess of $1,500,000 as a separate line item on the agenda and must provide a reasonable opportunity for public comment. Such contracts may not be approved, awarded, or ratified as part of a consent agenda.

Summary Explanation/Background
THE PURCHASING DIVISION, THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/ENTERPRISE TECHNOLOGY SERVICES DIVISION, AND THE BROWARD COUNTY AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
The Office of Economic and Small Business Development (OESBD) determined that no County Business Enterprise (CBE) participation goal should apply to this solicitation based on obtaining services through a pre-existing contract with a non-Broward County agency (Exhibit 3).
The purpose of this action is to designate Everpure as a sole brand and award United Data Technologies, Inc. d/b/a UDT (UDT) as the reseller of Everpure products and services.
On February 20, 2026, the Purchasing Division issued a Request for Information to ascertain whether there are any other brands able to provide a data storage technology solution meeting similar functionality and County requirements. The notice yielded two vendors’ responses. Enterprise Technology Services (ETS) provided its justification to proceed with the sole brand designation. Based on this information, the Director of Purchasing recommends approval of this sole brand (Exhibit 1).
ETS has reviewed the bid submitted by UDT and concurs with the recommendation for award (Exhibit 4).
No County vendor performance evaluations have been completed for UDT.
The Purchasing Division reviewed the prices submitted by UDT and has determined that the prices submitted are fair and reasonable based on price analysis (Exhibit 5).
Incumbent: Dell Marketing LP; Contract Number and Title: R1247310R1, Computer Equipment; Contract Term: July 19, 2017, through December 29, 2027. Expenditures to date: $7,085,384.
The bid was advertised on April 16, 2026, and closed on May 5, 2026; three bids were received with no declinations (Exhibit 2).
The Recommendation for Award was posted on the Purchasing Division website. There was no protest filed against this procurement.
The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
The contract consists of the County’s solicitation and the vendor’s response.
The initial contract period begins on date of award.
