Why Action is Necessary
Article II, Section 2.09.F, Broward County Charter, mandates all county advisory boards, committees, authorities, and agencies to be reviewed every four years.

A. Approves the retention of county advisory boards, committees, authorities, agencies, commissions, councils, and task forces that serve the public interest and are cost justified.
B. Approves modification and/or sunsetting of specified advisory boards, committees, authorities, agencies, commissions, councils, and task forces.
C. Directs certain changes be made to specified advisory boards, committees, authorities, and agencies as determined by the sunset review process.

Summary Explanation/Background
THE OFFICE OF INTERGOVERNMENTAL AFFAIRS RECOMMENDS APPROVAL OF THIS ITEM.
Pursuant to Article II, Section 2.09.F, Broward County Charter, the Office Intergovernmental Affairs (“OIA”) conducted a review of 62 boards, committees, authorities, and agencies ("boards") subject to sunset review. The purpose of sunset review is to determine if the applicable advisory board "is needed to serve the public interest, and if cost of its existence to the citizens and taxpayers is justified." This review does not apply to boards established by Charter, federal law, state law, interlocal agreements, or which are not otherwise subject to sunset review.
Although OIA administers appointments to all advisory boards to which the County Commission makes appointments, the County Attorney's Office identified and confirmed 62 boards subject to sunset review.
OIA staff distributed separate questionnaires for board members and board coordinators to complete. After receiving the completed forms, OIA staff scheduled meetings to review the state of each advisory board. The following were invited to the meetings: 1) the OIA staff; 2) the assistant county attorney who represents the advisory board; 3) a staff person representing the department in which the advisory board is housed; 4) the board coordinator and/or board assistant; 5) the advisory board's Chair or Vice Chair.
Following the completion of the panel review meetings, draft recommendations were prepared and sent to the board coordinators, board assistants, and the assistant county attorney representing the advisory board. In addition, board coordinators were directed to share the draft recommendations with their respective advisory board. The OIA Boards Administrator attended advisory board meetings to explain the sunset review process, the recommendations to “retain,” “retain with changes,” or "sunset," receive member feedback, and make necessary notes to better clarify the recommendations.
After completing the meetings with the advisory boards, the draft recommendations were updated with feedback provided and adopted by each advisory board. The proposed recommendations were submitted for review and approval (Exhibit 1).
The following boards have been recommended for sunset (Exhibit 1):
- Narcotics and Dangerous Drug Intelligence and Enforcement Unit Advisory Council
- North District Regional Wastewater Advisory Board
- Police and Criminal Justice Review Board (board was sunset on 9/5/24)
In addition to the 62 boards reviewed, OIA is recommending the repeal of enacting language of boards that have previously been dissolved. (Exhibit 1)
