Summary Explanation/Background

THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND THE HOUSING FINANCE AUTHORITY RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board’s Value of “ensuring residents have an affordable place to live by offering sustainable, compatible, innovative, accessible, affordable housing options for all income levels, including integrated, permanent supportive housing and zoning that helps residents build equity."

 

The Broward County Affordable Housing Needs Assessment (“Study”) is used by the Broward County Board of County Commissioners, the Broward Housing Council, Broward County Planning Council, the Housing Finance Authority of Broward County, Florida (“HFA”), and their respective staffs, and the businesses and residents of Broward County to assess and understand affordable housing conditions in Broward County.

 

The Study was originally conducted in 2007 and has been updated several times by Florida International University (“FIU”), most recently in 2022. The Study provides current data on housing supply, housing demand, future housing demand, and provides municipal and unincorporated area demographic profiles of housing supply and demand for each area by very low, low, and moderate-income populations.

 

On October 15, 2025, the HFA approved the use of HFA funds to commission FIU for an update of the Study, and the Agreement between the Housing Finance Authority of Broward County, Florida and the Florida International University Board of Trustees for Consultant Services (“Agreement”) was approved in substantially final form at the January 21, 2026 HFA Board Meeting, subject to final contract approval by the Board of County Commissioners and approval of HFA counsel as to legal sufficiency.

 

Approval of the Resolution (Exhibit 1) enables the HFA to enter into the Agreement with FIU for the 2026 update of the Study.
