Summary Explanation/Background
THE PORT EVERGLADES DEPARTMENT AND THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT RECOMMEND APPROVAL.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 25% for this contract. Properties of Elegant Distinction, LLC committed to 25% CBE participation, which was reviewed and approved by OESBD. As of April 20, 2026, the vendor reports attainment of 24.05% CBE participation.
On August 10, 2023, during the summer recess as authorized by the Board on June 13, 2023 (Item No. 29), the County Administrator approved the open-ended contract to Properties of Elegant Distinction, LLC, for Painting and Waterproofing Services, Bid No. BLD2126003B1, for the Facilities Management Division (“FMD”) of the Public Works and Environmental Services Department, in the initial one-year amount of $2,323,967, including allowances in the amount of $25,000; for a five-year potential award amount of $11,619,835. The procurement carries a 50% performance and payment guarantee.
On January 19, 2024, the Director of Purchasing approved a threshold increase of $500,000, and on February 6, 2024 (Item No. 21), the Board approved an additional increase to the contract threshold in the amount of $1,200,000 for a revised potential contract threshold of $13,319,835.
The Port Everglades Department (“Port”), with the approval of FMD, is requesting an increase to the contract threshold in the amount of $2,600,000 for a revised potential contract threshold of $15,919,835. The requested threshold increase will enable essential painting and waterproofing services for Port Everglades Cruise Terminal 18. The work will address persistent water intrusion issues and elevate the terminal's aesthetic appeal and overall customer experience, creating a welcoming atmosphere for cruise guests. These enhancements will be completed this spring/summer in preparation for the arrival of the Legend of the Seas, Royal Caribbean International’s newest and most advanced Icon-class cruise ship, in November 2026.
