Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE HOUSING OPTIONS, SOLUTIONS, AND SUPPORTS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Funding will support services that focus on individuals and families experiencing homelessness.
The Human Services Department (HSD), Housing Options, Solutions, and Supports Division (HOSS-D) requests Commission approval of HOSS-D’s Fiscal Year 2024-2025 funding recommendations for the service provider agreements listed in Exhibit 1, Attachment A. HOSS-D requests approval for the County Administrator to execute new agreements with the service providers identified with an “N” in Exhibit 1, Attachment A, and an amendment to an existing agreement with the service provider identified with an “A” in Exhibit 1, Attachment A. Existing agreements with service providers identified with an “R” in Exhibit 1, Attachment A, will be renewed in accordance with the terms and conditions of the agreements. The services provided by The Salvation Army (“TSA”) and Women in Distress of Broward County, Inc. (“WID”) provide temporary or transitional places to sleep for individuals experiencing homelessness in Broward County. TSA continues to be the sole provider of non-profit, low-demand emergency shelter beds in the City of Fort Lauderdale. WID continues to be the only state-certified domestic violence shelter in Broward County with the credentials and resources to provide emergency shelter and supportive services for individuals and families experiencing homelessness and fleeing domestic violence (Exhibit 3).
A Letter of Support from the Homeless Continuum of Care Board (Exhibit 2) will be distributed as additional material.
The agreements with the service providers will be reviewed and approved for legal sufficiency by the Office of the County Attorney prior to execution by the County Administrator.
Approval of this item would give rise to certain employment conflicts under Section 112.313(7)(a), Florida Statutes, which provides that “no public officer… shall have or hold any employment or contractual relationship with any business entity… which is… doing business with an agency of which he or she is an officer or employee.” In accordance with Section 11.313(12), Florida Statutes, Commission approval is required to waive any conflict of interest arising under Section 112.313(7)(a), Florida Statutes. An effective waiver requires two-thirds vote of the Commission after disclosure of the conflicting relationship (Motion D) in accordance with Section 112.313(12), Florida Statutes. Forms 4A, Disclosure of Business Transaction, Relationship, or Interest, are attached to this report as Exhibit 4 and constitute full disclosure of any existing conflicts.
