Why Action is Necessary
Florida Statutes 932.7055(5)(a) requires that proceeds from the disposition of liens and forfeited property obtained from criminal procedure and corrections be deposited in a special law enforcement trust fund to be used for law enforcement purposes. Recommendation of the Sheriff and Board approval are required to appropriate LETF funds.
What Action Accomplishes
A. Provides LETF funding in the amount of $180,000 for the Sheriff’s Youth Service Program.
B. Provides LETF funding in the amount of $1,184,875 for operating the BSO Forfeiture Unit.
C. Provides LETF funding in the amount of $120,000 for the Sheriff’s Award Recognition Program.

Summary Explanation/Background
A. The Broward Sheriff’s Office supports this LETF request for the Sheriff’s Youth Service Program. The program will offer participating youth opportunities for positive interactions with public safety professionals across BSO and provide an avenue for the participating youth to provide service to the community. Programs include Law Enforcement and Fire-Rescue Explorer programs, which provide a foundation in public service, Police Athletic League, which offers alternatives to at-risk youth and the BSO LEAD camp, which teaches youth valuable life skills such as leadership and teamwork. These programs also provide youth participants with the fundamental skills to achieve success in life and in their community, to keep the youth participants engaged in their community and provide mentorship opportunities to all participants.
B. The Broward Sheriff’s Office supports this LETF request for the Forfeiture Unit Operating Budget. The BSO Forfeiture Unit is responsible for all legal process relating to the forfeiture program. This forfeiture operating budget will fund the personal services and operating expenses of the Forfeiture Unit.
C. The Broward Sheriff’s Office supports this LETF request for the Sheriff’s Award Recognition Program. This program establishes a formal Sheriff’s Award Recognition Program. The funding will go towards the procurement of medals, award ribbons, plaques, trophies, and related items. The Sheriff’s Award Recognition Program is open to any BSO employee who exhibits commendable achievements, actions, or initiatives pertaining to their service in the interest of public safety. This will increase morale and job satisfaction by formally recognizing employee commendable achievements, actions, or initiatives.

Funds are available within the Law Enforcement Trust Fund for this action. According to BSO, the current balance of the LETF, as of October 21, 2024, is $6,830,092 in the local account ($4,475,258 of which is unrestricted) and $15,611,485 in the federal account ($8,600,140 of which is unrestricted). Motion A, relative to the Sheriff’s Youth Service Program, will utilize $180,000 of the local LETF, all of which will be from unrestricted funds. Motion B, relative to operating the BSO Forfeiture Unit, will utilize $1,184,875 of the local LETF, all of which will be from unrestricted funds. Motion C, relative to the Sheriff’s Award Recognition Program, will utilize $120,000 of the federal LETF, all of which will be from unrestricted funds.
