A. MOTION TO ADOPT Resolution, the title of which is as follows:
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, APPROVING THE JOINT LOCAL HOUSING ASSISTANCE PLAN (“JOINT LHAP”) FOR THE STATE OF FLORIDA’S FISCAL YEARS 2026, 2027, AND 2028, AS REQUIRED UNDER THE STATE HOUSING INITIATIVES PARTNERSHIP ACT, SECTIONS 420.907 THROUGH 420.9079, FLORIDA STATUTES, AND RULE 67-37, FLORIDA ADMINISTRATIVE CODE; AUTHORIZING AND DIRECTING THE COUNTY ADMINISTRATOR TO EXECUTE ANY NECESSARY DOCUMENTS AND CERTIFICATIONS RELATING TO THE JOINT LHAP AS REQUIRED BY THE STATE OF FLORIDA AND TO SUBMIT TO THE FLORIDA HOUSING FINANCE CORPORATION FOR REVIEW AND APPROVAL THE JOINT LHAP AND REQUIRED ANNUAL REPORTS; AUTHORIZING THE DIRECTOR OF THE HOUSING FINANCE DIVISION TO MAKE TECHNICAL AND CLARIFYING REVISIONS TO THE JOINT LHAP AS PROVIDED IN THE RESOLUTION; AND PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.

B. MOTION TO APPROVE Interlocal Agreements between Broward County and the City of Coconut Creek, the City of Margate, the City of Weston, for the preparation, implementation, and administration of each municipality’s State housing Initiatives Partnership (“SHIP”) program for calendar years 2025-2028 (collectively, the “Agreements”); authorize the submission of the Agreements to the Florida Housing Finance Corporation (“Corporation”) for review and approval; and authorize the Mayor and Clerk to execute same.

Why Action is Necessary
Pursuant to the State Housing Initiatives Partnership Act, Sections 420.907.9079, Florida Statutes (“SHIP Act”), the Broward County Board of County Commissioners (“Board”) must adopt the Joint LHAP by resolution and submit same for review and approval by the Corporation. Board approval is also needed for the County to enter into the Agreements.
What Action Accomplishes
Motion A enables the adoption of the Resolution approving the Joint LHAP. Motion B approves three interlocal agreements with the Cities of Coconut Creek, Margate, and Weston, respectively, to implement the Joint LHAP for purposes of expanding or preserving affordable housing.

Summary Explanation/Background
THE RESILIENT ENVIRONMENT DEPARTMENT AND THE HOUSING FINANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This item supports the Board’s vision of, “offering sustainable, compatible, innovative housing options for all income levels, including integrated, permanent supportive housing and rapid rehousing,” and is corresponding goal to “strengthen stakeholder partnerships to increase the availability of affordable housing of all types (e.g., rental, purchase, supporting, etc.) countywide, in every community.”
Under the SHIP Act and Rule 67-37 of the Florida Administrative Code (collectively, the “SHIP Rules and Regulations”), a local government receiving SHIP program funds must submit an adopted Local Housing Assistance Plan (LHAP) to the Corporation triennially. Moreover, local governments eligible to receive SHIP program funds may enter into interlocal agreements for the purpose of establishing a Joint Local Housing Assistance Plan, subject to the requirements of the SHIP Rules and Regulations.
Motion B approves the County entering into three separate interlocal agreements with the Cities of Coconut Creek, Margate and Weston (collectively, the “Cities”), for the preparation, implementation, and administration of each city’s SHIP program (collectively, the “Agreements”) for State Fiscal Years 2025-2026, 2026-2027, and 2027-2028 (July1-June 30). Pursuant to the Agreements, the County has agreed to establish a Joint Local Housing Assistance Plan for State Fiscal Years 2025-2026, 2026-2027, and 2027-2028 (“Joint LHAP”). The Agreements are attached as Exhibit 2.
Prior to submission to the Corporation, the Joint LHAP must be adopted by resolution of the Board. Motion A, the proposed Resolution, adopts the Joint LHAP for the period beginning July 1, 2025 through June 30, 2028, authorizes the County Administrator to submit the Joint LHAP to the Corporation, and permits the Director of the Housing Finance Division to make any technical or clarifying revisions to the Joint LHAP as provided in the SHIP Rules and Regulations. The Joint LHAP is attached to the proposed Resolution as Attachment A.
The Joint LHAP contains the following: (1) program description of strategies; (2) proposed dollar amounts of SHIP program funds to be used for each strategy; (3) estimated number of households to be served by income category; (4) estimated number of units to be constructed, purchased, or rehabilitated for each category; (5) established maximum allowable purchase price and property assessed value; (6) established maximum amount of assistance for each category; (7) proposed administrative expenditures; (8) certification to the Corporation; and (9) Agreements to run concurrently with the Joint LHAP’s fiscal years.
The Office of the County Attorney has reviewed the Agreements and approved them as to legal sufficiency. The Agreements will be approved by each city’s governing body in April 2025. The County will execute the Agreements after the cities have approved and executed them.
