Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” The Third Amendment adds an additional one-year option period to the Agreement and aligns the Agreement’s term end date with the term end date for all other Community Partnerships Division Adult Mental Health Services agreements.
The Community Partnerships Division’s Health Care Services Section identified a critical need in the community for adult mental health outpatient services tailored to the deaf and hard-of-hearing population in Broward County. On April 17, 2023, the special population adult mental health service was the sole Health Care Services support advertised via the Fiscal Year 2024 General Services Request for Proposals (“RFP”). On September 19, 2023, the Commission approved $200,000 for this service (Item No. 5). The Agreement was executed on December 12, 2023, and is set to expire on September 30, 2026. All other Health Care Services adult mental health services agreements expire on September 30, 2027.
This item requests Commission approval to add a third one-year option period to the Agreement, effective October 1, 2026, through September 30, 2027. Adding this option period will allow the Community Partnerships Division to procure all adult mental health services concurrently, thereby eliminating the need for multiple RFPs and ensuring that the provision of services under the Agreement is not interrupted.
The Third Amendment will be reviewed and approved by the County Attorney’s Office for legal sufficiency prior to execution by the County Administrator.
