Why Action is Necessary
To inform the Broward County Board of County Commissioners (“Commission”) of the status of the Broward Bridge Scholarship Program. Under the reporting requirements at Section 5 of the Agreement for the Broward Bridge Scholarship Program (“Agreement”) between Broward County and Broward College, Broward college must report to Broward County the number of students who receive gap award funds, the total amount of the program funds awarded, and the number of awards that have not been maintained each year.

Provides Broward Bridge Scholarship Program report data to the Commission in compliance with Section 5 of the Agreement.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Approval provides for compliance with the Agreement’s periodic review requirements and continues the scholarship program for eligible students.
Under the reporting requirements at Section 5 of the agreement for the Broward Bridge Scholarship Program (“Agreement”) between Broward County and Broward College, Broward College must report to Broward County the number of students who receive gap award funds, the total amount of program funds awarded, and the number of awards that have not been maintained each year. This action provides the Broward Bridge Scholarship Program annual report (Exhibit 1) on student success outcome measures as well as other information regarding Broward Bridge scholarship recipients to the Commission.
On October 6, 2020 (Item No. 30), the Commission approved a new Agreement (Exhibit 2), with Broward College to provide funding for scholarships to cover costs for students with low income who attend Broward College and have a gap between tuition and fees and other non-loan based financial aid. The Agreement requires Broward College to provide an annual report outlining the total amount of program funds awarded, the number of gap awards and amounts that have not been maintained. The Agreement will sunset upon depletion of the gap funds unless funding is renewed by the Commission.
On June 17, 2025, Broward County received the Broward Bridge Scholarship Program annual report from Broward College (Exhibit 1).

Fiscal Impact/Cost Summary
There is no additional fiscal impact on Broward County. Funding was previously allocated at $1,000,000. Expenditures to date are $995,464.41. The remaining balance in scholarship funds is $4,535.59.
