Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions; and Section 21.53, Duration of Contracts, the Board is required to approve all contracts for supplies or services of more than five years.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE OFFICE OF REGIONAL COMMUNICATIONS AND TECHNOLOGY RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development (OESBD) determined that no County Business Enterprise (CBE) participation goal should apply to this solicitation based on the funding source (Exhibit 2).

 

The Agreement provides a National Emergency Number Association i3-compliant “Next Generation” 911 (NG911) system. NG911 is an internet protocol (IP)-based system that enables the public to send voice, text, video, and data to the County’s regional and nonregional Public Safety Answering Points (PSAP). This Agreement is consistent with Chapter 365, Florida Statutes, which establishes the statewide framework for Enhanced 911 (E911) and NG911 services, including Sections 365.171, 365.173, and 365.177, Florida Statutes, which provide for the statewide system plan, funding, and transition to interoperable NG911 capabilities (Exhibit 1).

 

The RFP was advertised on July 11, 2025, and, at the time of the submittal deadline on August 22, 2025, three firms submitted proposals: AT&T Enterprises, LLC dba AT&T Enterprises Florida LLC (AT&T), Communications Venture Corp dba INdigital (INdigital), and Motorola Solutions Connectivity, Inc. (Motorola).

 

On October 24, 2025, an Initial Evaluation Committee meeting was held. The Evaluation Committee (EC) determined that all three firms were both responsive and responsible to the RFP requirements.

 

On December 18, 2025, a Final EC meeting was held. After presentations, evaluation, scoring and ranking, the EC named Motorola as the first-ranked firm; AT&T as the second-ranked firm; and INdigital as the third-ranked firm.

 

The EC’s proposed recommendation of ranking was posted on the Purchasing Division website from December 29, 2025 - January 5, 2026, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers.

 

The EC’s final recommendation of ranking was posted on the Purchasing Division website from January 6 - 12, 2026, which provided an opportunity for any aggrieved proposer to file a formal protest. No formal protest was received.

 

On January 12, 2026, in accordance with Procurement Code, Section 21.42(k), Procedures for RFPs, RLIs, and RFQs, the ranking of the qualified firms became final, and staff proceeded with negotiations.

 

Four negotiation meetings were held - April 3, April 15, April 20, and April 24, 2026 - to negotiate the Agreement with Motorola. These meetings were attended by staff from the Office of Regional Communications and Technology, the County Attorney’s Office, and the Purchasing Division.

The initial agreement period begins on the date of execution and terminates five years from that date.

Fiscal Impact

Fiscal Impact/Cost Summary

The Agreement is for a not-to-exceed amount of $25,680,000 over a potential ten-year period, including funds allocated from the Florida Department of Management Services/E911 fee. The funds estimated for the current Fiscal Year are included in the current Fiscal Year budget.

 

The first-year implementation and the initial four years of Support and Maintenance Services, not including any Optional Services, are calculated at total amount of $7,398,751.
