Title: MOTION TO APPROVE Contract No. DCF GR CAC 25/26-CAC26 between Florida Network of Children's Advocacy Centers, Inc. ("FNCAC") and Broward County, to fund advocacy and mental health services for child victims of abuse and their eligible family members or caregivers, in a maximum amount not to exceed $254,259, effective July 1, 2025, or upon full execution of the contract for general revenue funding between FNCAC and the Florida Department of Children and Families, whichever is later, through June 30, 2026; authorize the Mayor and Clerk to execute same; authorize the County Administrator to execute amendments to the Contract, subject to legal sufficiency review and approval by the County Attorney's Office, provided such amendments do not impose any additional financial obligations on the County; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Contract.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Funding from FNCAC will be used by the Nancy J. Cotterman Center (“NJCC”) to provide advocacy and mental health services to child victims of abuse and their eligible family members or caregivers.

 

NJCC administers the Contract as the designated Child Advocacy Center in Broward County. The funding from FNCAC will allow NJCC to continue providing direct client services, including advocacy, therapy, and psychological evaluations for child victims of abuse and their eligible family members or caregivers. NJCC has received funding from FNCAC for these services since 2012. The deliverables remain substantially the same as in the prior year, and all deliverables for fiscal year 2024-2025 have been achieved.

 

The Contract (Exhibit 1) is in the form required by FNCAC and has been reviewed and approved for legal sufficiency by the County Attorney’s Office. The Contract designates Leon County as the venue for any legal proceedings and includes a copyright clause that does not limit the County’s liability, neither of which pose a significant risk to Broward County. FNCAC will sign last after the Commission’s approval.
