MOTION TO ADOPT Resolution directing the County Administrator to publish Notice of Public Hearing to be held on December 9, 2025, at 10:00 a.m., in Room 422 of Governmental Center East to consider enactment of a proposed Ordinance, the title of which is as follows:
AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO CERTIFICATE CLASSIFICATIONS; AMENDING VARIOUS SECTIONS OF CHAPTER 3½ OF THE BROWARD COUNTY CODE OF ORDINANCES (“CODE”); PROVIDING FOR DEFINITIONS AND CLASS 7 ADVANCED LIFE SUPPORT AND BASIC LIFE SUPPORT SERVICES; AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE CODE, AND AN EFFECTIVE DATE.

Applicable law requires the publication of notice and a public hearing for enactment of amendments to the Broward County Code of Ordinances (“Code”).

Summary Explanation/Background
Chapter 3½ of the Code requires that any person, firm, corporation, or association obtain a Certificate of Public Convenience and Necessity (“Certificate”) from the County before providing Advanced Life Support (“ALS”) and Basic Life Support (“BLS”) services within Broward County.
Nonemergency medical transportation services play a critical role in protecting public health and safety. The proposed Ordinance, if enacted, would amend Chapter 3½ of the Code to create a Class 7 ALS and BLS airport and cruise port service classification for emergency medical service (“EMS”) providers performing routine transfers for patients arriving by air ambulance at an airport or by ship at a cruise port.
Class 7 Certificates would limit the EMS providers to transporting patients from an airport or cruise port and do not allow the EMS providers to respond to 911 or emergency calls or transport patients to emergency departments for acute medical care.
Applications for Class 7 Certificates would be processed in the same manner as other Certificates, with updated requirements to identify vehicles dedicated to airport or cruise port transfers.
A Class 7 Certificate would be valid for five years unless otherwise revoked, suspended, or modified by the Board.
