Summary Explanation/Background

THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board’s Connected Community Goal, “Cooperatively delivering an efficient and accessible regional intermodal transportation network."

The Office of Economic and Small Business Development (OESBD) reviewed the scope of work and did not reserve this project for Small Business Enterprises (Exhibit 2).

The purpose of this contract is to provide various chemical products and supplies. Broward County Transportation Department (BCT) uses these chemical products and supplies to maintain the cleanliness of the buses, helping to facilitate a positive rider experience.

BCT has reviewed the bid submitted by Sandra L Campbell dba Snapper Enterprise (Snapper) and concurs with the recommendation for award (Exhibit 3). Vendor performance evaluations were completed for Snapper; the firm has an overall rating of 4.9 out of possible 5.0. Copies of the vendor performance evaluations are available upon request.

The Purchasing Division reviewed the prices submitted by the recommended bidder and has determined that an average discount of 16% was offered. Including the discount, the estimated annual amount decreased by $28,155 from $165,691 to $137,536 annually, and from $828,453 to $687,680, a saving of $140,773, for the entire five years of the replacement contract (Exhibit 4).

It is the intent of the County to award to the lowest responsive, responsible bidder by total bid price (sum of all items). A bidder must bid on all lines items to be considered for award; otherwise, the bid will be construed as incomplete and may be rejected. The bid was advertised on March 13, 2024, and opened on March 22, 2024. Three bids were received. Apparent low bidder, Allure Hospitality Suppliers, Inc is not being considered for not bidding on all line items (Exhibit 1).

The Recommendation for Award was posted on the Purchasing Division website from May 24 - June 3, 2024. There was no protest or appeal filed against this procurement.

Snapper’s bid validity expired on July 20, 2024 and the vendor has agreed to extend it through November 16, 2024.
