Summary Explanation/Background

Commissioner Beam Furr has served as the Vice Chairperson of the Authority since October 11, 2023. Prior to this, he served as the County Commission’s designated representative on solid waste issues since his election in 2014, including as the co-chair of the Solid Waste Working Group, the predecessor effort which led to the creation of the Authority.

Over the past three years, the Authority has made immense progress towards the creation of a comprehensive plan for solid waste and recycling in Broward County. Earlier this year, the Authority secured County and municipal support for its Master Plan and Facilities Amendment, the two required formation conditions necessary for its continued operation. In the months to come, major milestones will be met, including the release of RFPs for various services and facilities, as well as important discussions on how the Authority will exercise flow control over waste streams and collaborate with the County and municipal parties to the Authority regarding recycling programs. With these significant undertakings in mind, it is critical to maintain continuity on the Authority as Commissioner Furr’s term ends on November 17, 2026.

Incoming Commissioner Caryl Shuham has served as the City of Hollywood’s appointment to the Authority since 2023 and was selected to serve as one of the “large city” representatives on the Authority’s Executive Board on October 11, 2023 - the first formal meeting after the formation of the Authority. She has been an active and engaged participant on the Executive Board for over three years, and has made immense contributions to the Master Plan, the Executive Director selection, and more. Her appointment to the Authority as Commissioner Furr’s successor will ensure a strong County voice who has the knowledge and perspective to continue Commissioner Furr’s advocacy.

If this item is approved, incoming Commissioner Shuham will be appointed to be the County’s representative to the Authority upon taking office on November 17, 2026, with current alternate Commissioner Geller continuing to serve as the alternate.
