Why Action is Necessary

A Resolution directing the County Administrator to publish notice of public hearing to consider adoption of the Resolution Amending the Broward County Administrative Code was adopted by the Board of County Commissioners (“Commission”) at its meeting of January 22, 2026.

 

What Action Accomplishes

Allows for the Commission’s consideration of the Resolution Amending the Broward County Administrative Code.

Summary Explanation/Background

Broward County maintains a Purchasing Card (“P-Card”) Program to facilitate efficient purchases of low-dollar, routine items needed for ongoing County operations. The P-Card Program includes numerous internal controls such as training and testing requirements, approval processes, per transaction and per day limitations, and inspection and review of transactions by the Purchasing Division and the Accounting Division.

 

Currently, County Commissioners are not eligible to participate in the P-Card Program, and must pay for County expenses such as travel expenses with a personal credit card and seek reimbursement after the fact. All County-funded travel expenses are subject to strict preauthorization requirements through a travel authorization that must be approved in advance of the travel at issue. If approved, the proposed Resolution would allow any County Commissioner, if they so choose, to obtain and use a P-Card, subject to the policies and procedures for the P-Card Program (which would be amended per the proposed Resolution to permit full participation by County Commissioners).
