A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, DESIGNATING COUNTY ADMINISTRATIVE POLICIES AND PROCEDURES, VOLUME 15, CHAPTER 1 (“CAPP”), AS THE COUNTY’S POLICY FOR DISTRIBUTING TICKETS RECEIVED THROUGH SPONSORSHIP OR OTHER AGREEMENTS, PURCHASE, DONATION, OR OTHER MEANS; FINDING A PUBLIC PURPOSE FOR TICKETS DISTRIBUTED PURSUANT TO THE CAPP; AND PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.

Summary Explanation/Background
From time to time, the County receives tickets, including parking privileges (“Tickets”), through sponsorship or other agreement, purchase, donation or other means. To ensure that these Tickets are used for a public purpose and as otherwise required by law, the proposed Resolution designates the County Administrative Policies and Procedures (“CAPP”) Volume 15, Chapter 1: “Use of Tickets Received by County including Tickets Associated with Sponsorship Agreements” as the County’s Policy for the distribution of Tickets (“Ticket Policy”).
The proposed Ticket Policy provides that Tickets shall be used solely for one of the following public purposes: (i) promotion of economic development or tourism; (ii) recognition of outstanding service by County Employee(s) pursuant to a written Employee Recognition policy established by the County Administrator; (iii) recognition of dignitaries visiting or residing in Broward County; (iv) monitoring performance by County contractors, evaluation of County programs, or operation of facilities where Events occur; or (v) any other public purpose as determined by the Board at a public meeting.
The proposed Ticket Policy also addresses the use of the County Suite at the Arena, acceptance of tickets to events, reporting and recordkeeping, and the availability of guest tickets. Any revisions to the Ticket Policy that impact Commissioners will be submitted to the Board for approval.
