Why Action is Necessary

Motions A and B: In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, the Commission shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions.

 

What Action Accomplishes

Motions A and B: Provides professional engineering services under a continuing agreement for the planning, project development, design and construction engineering and inspection (CEI) services, as necessary, for improvements to roadway and traffic projects in Broward County, Florida.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 25% for these Agreements. CTS Engineering, Inc. and Metric Engineering, Inc. have each committed to 25% CBE participation, which has been reviewed and approved by OESBD (Exhibit 3).

 

These Agreements are to engage the services of two qualified firms to provide professional engineering services for the planning, project development, design, and construction engineering and inspection (CEI) services, for improvements to roadway and traffic projects in Broward County, Florida, on a continuing, as-needed services.

 

The RFP was advertised on July 18, 2025, and, at the time of the submittal deadline on August 15, 2025, 13 firms submitted proposals: Allbright Engineering Inc. d/b/a Snubbs Consulting Inc.; Ardurra Group, Inc.; CDM Smith Inc.; CHA Consulting, Inc.; CTS Engineering, Inc.; EAC Consulting, Inc.; G-A-I Consultants, Inc.; HBC Engineering Company; Marlin Engineering, Inc.; Metric Engineering Inc.; R.J. Behar & Company, Inc.; RS&H, Inc.; The Corradino Group.

 

On October 24, 2025, an Initial Evaluation Committee meeting was held. The Evaluation Committee (EC) determined that all thirteen firms were both responsive and responsible to the RFP requirements.

 

In accordance with the Broward County Procurement Code, Section 21.44, Procedures for CCNA Services, the Evaluation Committee shall establish a “shortlist” of vendors unless the Director of Purchasing determines that shortlisting would not be in the best interest of the County. During the Initial EC meeting, the EC evaluated the responses, and shortlisted five firms of the thirteen vendor responses, to advance to final evaluation, which includes vendor presentations, question-and-answer period, numerical scoring, and ranking.

 

On November 3, 2025, a Final EC meeting was held. After presentations, evaluation, scoring and ranking, the EC named CTS Engineering, Inc. as the first-ranked firm; Metric Engineering Inc. as the second-ranked firm; Marlin Engineering Inc. as the third-ranked firm; CDM Smith Inc. as the fourth-ranked firm; and RS&H, Inc. as the fifth-ranked firm.

 

The EC’s proposed recommendation of ranking was posted on the Purchasing Division website from November 14 - 19, 2025, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers.

 

The EC’s final recommendation of ranking was posted on the Purchasing Division website from November 20 - 26, 2025, which provided an opportunity for any aggrieved proposer to file a formal protest. No formal protest was received.

 

On November 26, 2025, in accordance with Procurement Code Section 21.42(k), Procedures for RFPs, RLIs, and RFQs, the ranking of the qualified firms became final, and staff proceeded with negotiations.

 

Three negotiation meetings were held - January 20, February 4, and February 26, 2026 - to negotiate the agreement with CTS Engineering, Inc.; and three negotiation meetings were held - January 23, February 9, and February 25, 2026 - to negotiate the Agreement with Metric Engineering Inc. These meetings were attended by staff from the Highway Construction and Engineering Division, the County Attorney’s Office, and the Purchasing Division.
