Why Action is Necessary

In accordance with Broward County Procurement Code Section 21.47, Award and Execution Authority, Board approval is required for awards with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract, that include a single bidder, rejection of apparent low bidder, protested award, or pulls from the Board regarding the intended award.

 

What Action Accomplishes

The purpose of this contract is to furnish all labor, materials, equipment, and incidentals required to perform landscape installation, landscape maintenance, hardscape maintenance, irrigation maintenance, power shearing of hedges, fertilizer application, chemical insect/disease control, weeding, herbicide application, mulching, litter and illegal dumping pick-up and other incidental landscaping maintenance activities for the Highway and Bridge Maintenance Division and various other Broward County agencies.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/HIGHWAY AND BRIDGE MAINTENANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 25% for this contract. AR Maintenance Solutions, Inc. (AR), a certified CBE firm, committed to 100% CBE participation, which has been reviewed and approved by OESBD (Exhibit 2).

 

The purpose of this contract is to furnish all labor, materials, equipment, and incidentals required to perform landscape installation, landscape maintenance, hardscape maintenance, irrigation maintenance, power shearing of hedges, fertilizer application, chemical insect/disease control, weeding, herbicide application, mulching, litter and illegal dumping pick-up and other incidental landscaping maintenance activities for the Highway and Bridge Maintenance Division and various other Broward County agencies.

 

In accordance with the Broward County Living Wage Ordinance, Broward County Administrative Code, Section 26-101(i), these services are covered services. The vendor has agreed to be bound to the contractual obligations of the Living Wage Ordinance.

 

The contract identifies allowances in the total amount of $194,000 for the initial two-year term; $97,000 annually (Exhibit 1). Expenditures under the allowances must be approved by the Contract Administrator or designee.

 

The Director of Purchasing has determined the apparent low bidder for Group 4, OIC Strategic Integration, LLC, to be non-responsible based on non-compliance with license requirements of the solicitation.

 

The Highway and Bridge Maintenance Division reviewed the bid submitted by AR and concurs with the recommendation for award (Exhibit 3).

 

Six evaluations were completed for AR with an overall rating of 3.87 out of a possible 5.0. Copies of the vendor performance evaluations are available upon request.

 

The Purchasing Division reviewed the prices submitted by the recommended vendor, AR, and has determined that the prices submitted are fair and reasonable in comparison to previous Broward County Contract No. BLD2123333B1 for these same services (Exhibit 4).

 

Incumbent: Juniper Landscaping of Florida, LLC dba Juniper; Contract Number and Title: BLD2123333B1, Greenways and Miscellaneous Landscaping Maintenance; Contract Term: July 15, 2022 through July 14, 2023, First Renewal: July 15, 2023 through July 14, 2024, Second Renewal: July 15, 2024 through July 14, 2025. Expenditures to date: $3,158,846.

 

The bid was advertised on February 13, 2025 and opened on March 11, 2025; three bids were received with no declination.

 

The Recommendation for Award was posted on the Purchasing Division website from May 2 - 9, 2025. There was no protest filed against this procurement.

 

The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.

 

The contract consists of the County’s solicitation and the vendor’s response.

 

The initial contract period begins on July 15, 2025.
