A. MOTION TO ADOPT Resolution of the Board of County Commissioners of Broward County, Florida, authorizing the County Administrator or written designee to sign and execute a Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT), District 4, to provide funding for the operations and maintenance of the Interstate 75 (I-75) Express Bus Service in the amount of $1,459,319; authorizing the County Administrator or written designee to take all necessary administrative and budgetary actions to implement the grant; authorizing the County Administrator or written designee to sign any future amendments extending the expiration date of this PTGA that do not pose additional cost or material risk to the County, subject to review and approval of the grant agreement and other documentation for legal sufficiency by the Office of the County Attorney; authorizing the County Administrator to take all necessary administrative and budgetary actions to implement the grant; and providing for an effective date.
B. MOTION TO ADOPT budget Resolution within the Transportation Department’s Operating Grant Fund for the I-75 Express Grant to appropriate revenue for $1,459,319, providing funding for continued operations and maintenance of I-75 Express Bus Service.

Why Action is Necessary
A. FDOT requires Broward County Board of County Commissioners (Board) approval of a Resolution authorizing the execution of PTGAs.
B. Pursuant to Florida Statutes Section 129.06(2)(d), revenue requires Board action by Resolution to accept and allocate the funds.
What Action Accomplishes
Provides annual funding to Broward County for continued operations and maintenance of the Interstate 75 Express transit service.

THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
This item supports the Board’s Connected Community Goal of “Cooperatively delivering an efficient and accessible regional intermodal transportation network".
The Transportation Department (BCT) is requesting approval of the Florida Department of Transportation (FDOT) Public Transportation Grant Agreement that will provide $1,459,319 in state funding for continued operations and maintenance of the I-75 Express Bus routes. No County match is required. The PTGA supports funding of the operations and maintenance of I-75 Express Bus Service, minus directly generated revenues (fares), at an hourly billable rate that is approved by the FDOT.
The I-75 Express Bus Service operates along the I-75 and Palmetto Expressways toll lanes between Broward County and Miami-Dade County on weekdays, Monday through Friday, during peak morning and afternoon/evening travel hours. The service is designed to reduce time travel, increase service reliability and provide Broward County and Miami-Dade County commuters with efficient travel options. Additional trips may be added or reduced at the discretion of BCT with prior written consent and approval from FDOT.
The PTGA has been reviewed and approved as to form by the County Attorney’s Office. County approval of the Resolution and execution of the PTGA is required prior to FDOT executing the agreement.
