Previous Action Taken

On June 10, 2025, the Board initiated amendments to the Broward County Comprehensive Plan and its Water Supply Facilities Work Plan to incorporate any changes needed due to adoption of the 2023-2024 Lower East Coast Water Supply Plan by the South Florida Water Management District and general updates.

 

On December 9, 2025, the Board transmitted the proposed amendments to designated state review agencies.

 

On February 17, 2026, the Board set a public hearing to adopt the proposed amendment.

 

Summary Explanation/Background

THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT, THE LOCAL PLANNING AGENCY (LPA), AND THE HOUSING AND URBAN PLANNING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

Section 163.3177(6)(c)4, Florida Statutes, requires that a local government's comprehensive plan and its Water Supply Facilities Work Plan (WSFWP) be updated within 18 months after a water management district's governing board approves an updated regional water supply plan. The South Florida Water Management District (SFWMD) approved the 2023-2024 Lower East Coast Water Supply Plan (LECWSP) update on September 12, 2024.

 

The proposed Water Management Element amendment updates Policy WM2.1 to adopt the WSFWP by reference (Exhibits 1 and 4). Policy WM2.1 also provides for a planning period of not less than ten years; requires the WSFWP to be updated every five years within 18 months after the SFWMD approves the LECWSP; addresses development and building of water supply facilities, including alternative water supplies; guarantees water supply facilities needed to serve current and future development; achieves consistency with the Comprehensive Plan’s Water Management and Capital Improvements Elements; and endeavors to cooperatively plan with other water suppliers for development of multijurisdictional, traditional and alternative water supply facilities to meet projected demands.

 

On October 8, 2025, the LPA recommended that the Board of County Commissioners find the proposed Amendment 25-T1 consistent with the Broward County Comprehensive Plan and transmit the amendment to designated state review agencies.

 

On January 15, 2026, Florida Commerce issued its Objections, Recommendations, and Comments Report.  No objections were issued.  The South Florida Water Management District (SFWMD) issued three comments and five advisory comments.  Such comments, if not resolved, may result in a challenge by the state land planning agency to the plan amendment. The SFWMD’s comments and advisory comments and Broward County’s response are included as Exhibit 5.
