MOTION TO APPROVE Agreement No. 26-HOSS-HIP-5820-01, in substantially the form attached as Exhibit 1, between Broward County and Coast to Coast Legal Aid of South Florida, Inc., in the maximum funding amount of $100,000, effective October 1, 2025, through September 30, 2026, to fund eviction prevention services for individuals 60 years of age or older and their families who are at imminent risk of homelessness; authorize the County Administrator to execute the Agreement, with any required modifications that do not impose any additional material financial or legal risk on the County, subject to legal sufficiency review and approval by the County Attorney’s Office; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement.

Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.
What Action Accomplishes
Approval of this Motion allocates funds to maximize the provision of services and best meet the community’s needs by preventing evictions and decreasing the risk of homelessness.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE HOUSING OPTIONS, SOLUTIONS, AND SUPPORTS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” The allocation of funds to Coast to Coast Legal Aid of South Florida, Inc. (“Coast to Coast”) will ensure the most effective and efficient use of currently budgeted resources for eviction prevention services.
On September 16, 2025 (Item No. 6), the Commission approved the funding recommendations for Fiscal Year 2026 for agreements with nonprofit organizations to provide various services. On the same date, the Commission also adopted the County’s Fiscal Year 2026 budget, which included funding to continue the Eviction Prevention Program through the fiscal year.
Based on funding allocations, the Housing Options, Solutions, and Supports Division (“HOSS-D”) is recommending $100,000 be allocated to Coast to Coast (Exhibit 1). This action will provide legal assistance to individuals 60 years of age or older and their families who are facing eviction.
HOSS-D’s recommendation is supported by a letter from the Homeless Continuum of Care Board (Exhibit 2).
Retroactive approval is requested to allow reimbursement to the provider for services already rendered to eligible clients.
Agreement No. 26-HOSS-HIP-5820-01 with Coast to Coast (Exhibit 1) has been reviewed and approved for legal sufficiency by the County Attorney’s Office.
