Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.

 

What Action Accomplishes

Approval of the Motion will enable Broward County to be awarded an additional $40,000 in State Opioid Response (“SOR”) grant funding for Medication-Assisted Treatment (“MAT”) program services provided by the Broward Addiction Recovery Center (“BARC”) through June 30, 2026.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE BROWARD ADDICTION RECOVERY CENTER RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Approval of this action will enable Broward County to continue providing substance use disorder treatment through MAT program services for eligible adult residents served by BARC.

 

The Florida Alcohol and Drug Abuse Association, Inc. (“FADAA”), incorporated in 1981, is a 501(c)3 non-profit membership association advancing Florida’s substance use and mental health service delivery system. FADAA is contracted by the Florida Department of Children and Families (“DCF”) to provide access to substance use disorder medication through funding and training to community providers. Broward County has received FADAA DCF pass-through funding since December 2017.

 

On July 30, 2025, the County Administrator executed FADAA Contract No. DCFFAD20258-07, attached as Exhibit 2, on behalf of the Commission during the summer recess for the service performance period from July 1, 2025, to June 30, 2028. The Contract awarded a total amount not to exceed $48,500 for MAT program services to be provided by BARC throughout the initial period ending June 30, 2026. These services are offered to eligible patients with alcohol, opioid, or combined use disorders.

 

This Amendment No. 1 adds $40,000 in SOR funding, bringing the total not-to-exceed amount for the initial term of the Contract to $88,500.

 

The Contract is in FADAA’s format and has been reviewed and approved as to form by the County Attorney’s Office.
