Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.”
Broward County Human Services Department (HSD) is composed of several divisions that provide numerous services to the residents of Broward County through innovative and integrated health and human services programs in collaboration with public and private partners. The Family Success Administration Division (FSAD), through its four Family Success Centers helps individuals and families achieve and maintain health, safety, and economic stability. Services provided include emergency financial assistance, bus passes, education, job training, books, tools, and childcare. Elderly and Veterans Services Division (EVSD) offers numerous community-based care programs to Broward County residents 60 years of age and older who are at risk of premature nursing home placement and/or reside with a full-time caregiver, as well as elders who have received a diagnosis of Alzheimer’s or dementia related diseases who may be at risk of premature nursing home placement. Services provided may include case management, case aide, in-home health services, emergency alert response systems, adult day care, and medical supplies. The Juvenile Predisposition Services (JPS) serves youth who have been arrested in Broward County and provides a community-based alternative that reduces the taxpayer's costs associated with incarcerating youth during the predisposition phase of the justice system. The Housing Options, Solutions and Supports Division (HOSS-D) is Broward County’s Homeless Continuum of Care Lead Agency responsible for programs, policies, community outreach, and interdepartmental collaboration for individuals and families experiencing, or at imminent risk of, homelessness in Broward County.
The FamCare Software allows County staff to manage the direct service process by recording intakes, discharges, assessments, care plans, billing, storing client information, service provision, case notes, emergency assistance, payment tracking and reporting of program outcomes. The FamCare solution interfaces with Oracle People Soft to manage the request for disbursement process from application through payment.
Currently, FSAD and EVSD including their contracted providers leverage the FamCare application as the primary client management database. The HOSS-D and JPS program implementations will commence upon approval of this agreement.
The First Amendment to the Agreement has been approved as to form by the Office of the County Attorney.
