Summary Explanation/Background
THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT AND THE ENTERPRISE TECHNOLOGY SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established no goals for this agreement.
This item supports the Board's Accountable Government Goal, “Consistently delivering responsive, efficient, inclusive, and equitable quality services to the public and internal customers while providing a safe community to live, work and visit.”
The Cisco communications and support services (“SMARTnet”) comprise the entire network backbone of services throughout County’s operations and at most of the County’s facilities, including the County courthouses and detention facilities.
The data communications infrastructure growth now reaches over 34,800 connections for telephony, video, data, internet, and wireless services. These components provide high speeds of up to one hundred gigabytes per second and include redundant components for operational needs. A significant and critical aspect of County business, as related to communications, travel upon the network of Cisco equipment. These components, coupled with security devices, work together to protect the integrity of County governmental data.
On June 8, 2010 (Item No. 39), the Board approved an Agreement between Broward County and Coleman Technologies, Inc. for Cisco Equipment and Support Services (“Agreement”) for two years with three one-year renewal options, for an estimated amount of $8,357,000.
On December 4, 2012 (Item No. 15), the Board affirmed the sole brand standardization of Cisco Systems, Inc. for equipment and support services (Motion A). The Board also approved the First Amendment to the Agreement (Motion B) to meet the future needs of County agencies, increasing the estimated total Agreement value to $21,407,000.
On May 19, 2015 (Item No. 38) the Board approved the Second Amendment to the Agreement to extend the term for an additional one-year period, effective June 8, 2015, in the estimated annual amount of $5,321,150, and authorized the Director of Purchasing to extend the term for four optional one-year periods, increasing the estimated total by $26,605,750, for a total potential amount of $48,012,750 through June 7, 2020.
On May 7, 2019 (Item No. 30), the Board approved the Third Amendment to the Agreement to extend the term for up to five optional one-year periods after June 7, 2020, to be exercised by the Director of Purchasing, and to set and establish the estimated annual amount at $12,175,000 for each optional one-year period, for an estimated total of $122,595,450.
On March 7, 2024 (Item No. 28), the Board approved the reaffirmation of sole brand standardization for Cisco Systems, Inc. for equipment and support services.
The proposed Fourth Amendment allows for favorable minimum discounts on Cisco equipment and support services. Based on the County’s estimate of future needs, the proposed estimated annual expenditures under this amendment are $23,015,952 for new Cisco equipment and support services, $6,065,980 for SMARTnet communication and support services, and $5,925,876 for technical labor; for an estimated annual total of $35,007,008 for the full term of twelve months. The established threshold of $122,595,450 as per the Third Amendment remains sufficient to sustain these estimates.
While the procurement process for a successor agreement is in progress, the associated extension of the Agreement recognizes the multi-year, ongoing projects related to the rapid expansion of network security, enhanced services, and planned airport projects related to security improvements. In a continued effort to safeguard the public and maintain the integrity of County operations by use of fail-safe redundancies for business continuity, these projects address a critical need for enhanced information technology security of the County data communications, including after-action recommendations for security incidents.
