B. C. MOTION TO AUTHORIZE Broward County contribution in the amount of $62,480 for the period of October 1, 2024, through September 30, 2025, to provide additional funds for oversight and administration of the FDLE-funded projects; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement same.

Why Action is Necessary
Motions A. and B. Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.
Motion C. Commission authorization provides match funding for the Fiscal Year 2025 FDLE Agreements.
What Action Accomplishes
Motions A. and B. enable Broward County to utilize FDLE funds to purchase durable laptop computers and accessories for the Housing Options, Solutions, and Supports Division (“HOSS-D”), and to utilize FDLE Planning, Evaluation, and Technology Improvements (“PETI”) funds to provide oversight and administration of FDLE-funded programs for the award period of October 1, 2024, through September 30, 2025.
Motion C. enables Broward County to provide required match funds for FDLE agreements for the award period of October 1, 2024, through September 30, 2025.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” FDLE funding allows Broward County to meet designated community needs and to utilize PETI funds to oversee and administer the FDLE-funded programs for the award period of October 1, 2024, through September 30, 2025.
Under the Edward Byrne Memorial Justice Assistance Grant Countywide (“JAG-C”) Program, the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance provides funding to reduce and prevent violent crime. FDLE distributes state-allocated JAG-C program funds through a designated, formula-based, non-competitive application process. On June 24, 2024, FDLE posted a notice of the annual JAG-C program funding on its website for its award period from October 1, 2024, through September 30, 2025.
On September 16, 2024, Broward County submitted three grant applications to FDLE requesting funds for (i) Juvenile Assessment Center (“JAC”) Facility upgrades; (ii) HOSS-D computer equipment and accessories; and (iii) oversight and administration of FDLE-funded programs for the FDLE award period.
On April 3, 2025, FDLE awarded Grant Agreement 6N266 to Broward County to purchase durable laptops and accessories for HOSS-D in the amount of $108,822 (Exhibit 1). On March 13, 2025, FDLE awarded Grant Agreement 6N239 to provide oversight and administration of the FDLE-funded programs in the amount of $46,692 (Exhibit 2). The Community Partnerships Division will complete a separate agenda item should FDLE award Broward County a third grant for the Fiscal Year 2025 JAC facility upgrades.
The FDLE Grant Agreements have been reviewed and approved for legal sufficiency by the County Attorney’s Office. The Grant Agreements are in FDLE’s format, so FDLE will sign last.

Program funds in the amount of $155,514 will be available in the Edward Byrne Memorial Justice Assistance Grant for the FDLE award period of October 1, 2024, through September 30, 2025. Additional funds to provide the required match in the amount of $62,480 are available in the Fiscal Year 2024-2025 Human Services Department budget, for a total project amount of $217,994.
