Board of County Commissioners’ approval is required for agreements (including work authorizations) that exceed the approval authority of the Director of Purchasing, in accordance with the Broward County Procurement Code, Section 21.47(a).

Summary Explanation/Background

PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND THE HIGHWAY AND BRIDGE MAINTENANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board of County Commissioners’ Goal of “Resilient Community:

Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.”

 

On June 10, 2025 (Item No. 43), the Board of County Commissioners approved the Agreement between Broward County and RS&H, Inc. for Continuing Consultant Services for Roadway, Bridge, and Engineering Projects (Category 1, Studies, Planning, and Design Services), RFP No. PNC2127975P1, for Highway and Bridge Maintenance Division.

 

This item seeks Board approval of Work Authorization No. RS&H-02 (Exhibit 1) under the Agreement, which provides for the Consultant to perform engineering services associated with the finalization of the design of the NE 56th Street Bridge Replacement Project for the Highway and Bridge Maintenance Division, in the maximum not-to-exceed amount of $698,450. The Work Authorization No. RS&H-02 scope of services includes preparation of the 60%, 90%, and final (100%) signed and sealed construction documents, as well as coordination with relevant stakeholders, permitting activities, field inspections, meeting attendance, and issue resolution relating to the project. Consultant’s deliverables include the preparation of a complete set of construction documents including plans, specifications, estimated costs, supporting engineering analyses, calculations, and other technical documents that will enable the contractor to construct the project and verify its components.

 

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 35% for the Agreement. RS&H, Inc. committed to 36% CBE participation.

 

Work Authorization No. RS&H-02 has been reviewed and approved as to legal sufficiency by the Office of the County Attorney.
