Formal Board action is required to adopt a Resolution supporting the Broward Metropolitan Planning Organization’s inclusion of the Northwest 31 Avenue Safety Improvement Project from Broward Boulevard to McNab Road; the Northwest 19 Street Safety Improvement Project from Northwest 43 Terrace to Northwest 31 Avenue; and the West Broward Boulevard Safety Improvement Project from Central Park Drive to University Drive in its amended 2050 Metropolitan Transportation Plan.

Summary Explanation/Background
THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND THE HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board of County Commissioners’ Goal of “Cooperatively delivering an efficient and accessible regional intermodal transportation network.”
In late 2023, the Metropolitan Planning Organization (“MPO”), partnering with Broward County, received a grant from the U.S. Department of Transportation to prepare the Broward Regional Comprehensive Safety Action Plan (“BSAP”). The plan is a multi-jurisdictional effort to develop countywide implementation strategies aimed at preventing transportation-related fatalities and serious injuries. The development of the BSAP is currently on-going. Among the project findings to-date, the BSAP identified three County-owned road segments for further analysis based on their history of fatalities and serious injuries, neighborhood demographics, and different types of surrounding neighborhoods (residential/commercial). These three road segments are Northwest 31 Avenue, from Broward Boulevard to McNab Road; Northwest 19 Street, from Northwest 43 Terrace to Northwest 31 Avenue; and West Broward Boulevard, from Central Park Drive to University Drive.
In December 2024, the MPO adopted the 2050 Metropolitan Transportation Plan which included a listing of cost feasible projects in the Transportation Improvement Program (“TIP”). The MPO desires to include the three County-owned road segments into its 2050 Metropolitan Transportation Plan TIP as safety improvement projects to allow for further programming and to establish funding eligibility. Programming for these roads will focus on improving safety for drivers, pedestrians, and cyclists. The projects will be implemented with no change in the number of vehicle travel lanes.
In June 2025, County staff submitted a Safe Streets for All implementation grant application to the U. S. Department of Transportation for Northwest 31 Avenue from Broward Boulevard to Commercial Boulevard and is currently waiting for the application results.
In order to amend these three projects into the 2050 Metropolitan Transportation Plan TIP, the MPO requires a resolution showing support from the Board of County Commissioners. The Broward County Bicycle and Pedestrian Advisory Committee, at its September 10, 2025, meeting, and the Broward County Complete Streets Team, at its September 25, 2025, meeting, have reviewed the proposed projects and support the further programming of these projects. Approval of this Resolution (Exhibit 1) will formally affirm the County’s support for the projects’ inclusion into the MPO’s 2050 Metropolitan Transportation Plan TIP.
The Resolution has been reviewed and approved as to form by the Office of the County Attorney.

There is no fiscal impact to the County. Future agreements with the Broward MPO for grant funding may require financial participation from the County.
