MOTION TO APPROVE threshold increase to Contract No. BLD2127645B1_2 between Broward County and Oracle Elevator Holdco, Inc., D/B/A Elevated Facility Services, for Elevator and Escalator Maintenance and Repair Services, increasing the initial two-year maximum amount by an additional $2,100,000, which includes $700,000 for allowances, and increasing the maximum amount for each of the three one-year renewal periods by $725,000, for a total threshold increase of $4,275,000 and a new total five-year potential maximum contract amount of $10,153,955.

Why Action is Necessary
Motions A and B. In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, the Board of County Commissioners’ approval is required for increases above the $500,000 award authority of the Director of Purchasing.
What Action Accomplishes
A. Board approval provides for the addition of elevator and escalator maintenance and repair services for the Convention Center and North Port Garage to the existing contract.
B. Board approval increases the potential maximum contract value for continued elevator and escalator maintenance, repair, and modernizations to be provided without disruption across various Broward County facilities.

Summary Explanation/Background
THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND FACILITIES MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
On July 9, 2024, the Director of Purchasing, through the clean low bid process, awarded Contract No. BLD2127645B1 for Elevator and Escalator Maintenance and Repair Services (Group 1-Port and Group 2-FMD), to Oracle Elevator Holdco, Inc. D/B/A Elevated Facility Services with an initial two-year term, including three optional one-year renewal terms, for a potential five-year maximum award amount of $6,288,530 (Group 1-Port) and $4,501,345 (Group 2-FMD).
On July 3, 2025, the Director of Purchasing approved the First Amendment to Contract No. BLD2127645B1_2 (Group 2-FMD) to add four locations with a total of nine additional units, increasing the initial two-year maximum contract amount by $106,040 and increasing the maximum for each of the three one-year renewal periods by $57,840, for a new total five-year potential maximum contract amount of $4,780,905.
On December 9, 2025, the Board approved the 2025 Winter Recess Agenda Item No. 19-A, Exhibit 1, Line No. S1, which authorized the County Administrator to approve a threshold increase in the total amount of $300,000 to Contract No. BLD2127645B1_2, increasing the total five-year potential maximum contract amount to $5,080,905.
Motion A approves the Second Amendment to Contract No. BLD2127645B1_2, which adds the Convention Center and North Port Garage locations and increases the potential five-year maximum contract amount by $798,050, from $5,080,905 to $5,878,955. The addition of the Convention Center and North Port Garage location to Contract No. BLD2127645B1_2 facilitates the maintenance of that equipment in a method that is consistent with other such County equipment.
Motion B approves a threshold increase of $4,275,000 to Contract No. BLD2127645B1_2 over the potential five-year term. This will facilitate the maintenance, repair, and modernization of covered equipment to minimize downtime and maximize compliance with evolving code requirements.
Motions A and B result in a new total not-to-exceed amount of $10,153,955 for Contract No. BLD2127645B1_2.
