Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 25% for this contract. Properties of Elegant Distinction, LLC committed to 25% CBE participation, which was reviewed and approved by OESBD. The contract is in its initial one-year term.
On June 13, 2023 (Item No. 29), the Board authorized the County Administrator to approve and/or execute agreements, contract amendments, work authorizations, advertisements of competitive solicitations, and other documents during the Broward County Board of County Commissioner’s 2023 Summer Recess (between June 14, 2023 and August 22, 2023). The County Administrator approved the open-end contract to Properties of Elegant Distinction, LLC, for Painting and Waterproofing Services, Bid No. BLD2126003B1, for the Facilities Management Division (FMD), in the initial one-year amount of $2,323,967 including allowances in the amount of $25,000; for a five-year potential award amount of $11,619,835. The procurement carries a 50% performance and payment guaranty.
On behalf of the Port Everglades Department (Port), FMD requests an increase to the contract threshold in the estimated amount of $1,200,000 for a revised potential contract threshold of $13,319,835.
The threshold increase is needed to ensure the contracted amount is available for painting and waterproofing services for the Harbormaster Tower located at Port Everglades, while also ensuring that the contract has the threshold capacity to cover FMD’s upcoming projects for the remainder of the contract term. In lieu of advertising a procurement for this specific project, the Port will utilize the existing open-end contract for painting and waterproofing. The Port reviewed line items of the existing open-end contract and determined that the contract lines aligned to the harbormaster tower painting and waterproofing project, with a cost saving of approximately $200,000. By utilizing an existing contract, the County will realize cost and time savings.
To facilitate the Harbormaster Tower project initiation, the Director of Purchasing approved a threshold increase amount of $500,000 on January 19, 2024.
As of January 16, 2024, the current expenditures on the contract were $925,418.
