Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” The Second Amendment to Agreement No. 18-CP-CSA-BGC-01 revises the Agreement’s insurance requirements, brings certain other provisions in line with current County preferences, and provides Fiscal Year 2024 funding for operating and capital expenses for the Carver Ranches and Reitman facilities. The First Amendment to Agreement No. JJU-001 also revises the Agreement’s insurance requirements and brings certain other provisions in line with current County preferences.

In 1993, the Commission entered into agreements with the Boys & Girls Clubs of Broward County, Inc., (“BGC”) to provide funding to operate the Carver Ranches and Reitman facilities. Broward County owns the Carver Ranches and Reitman facilities, and BGC does not pay rent. The Commission also entered into an agreement with BGC to provide funding to operate the Lauderhill facility, subject to Broward County’s lease agreement with the City of Lauderhill. BGC does not pay Broward County rent for the Lauderhill facility.

Historically, BGC program services were funded by the Broward County Pay Telephone Commissions Trust Fund (“Trust Fund”). However, on December 14, 2010 (Item No. 39), the Commission approved supplemental funding for BGC to offset the reduction in the Trust Fund revenues. The Trust Fund continues to fund operating costs, and capital improvements for the three facilities are now funded through the Broward County Capital Outlay funds.

Carver Ranches and Reitman facilities

On September 25, 2018 (Item No. 12), the Commission approved Agreement No. 18-CP-CSA-BGC-01 between Broward County and BGC to provide youth program services and capital improvements at the Broward County-owned Carver Ranches and Reitman facilities. The Agreement provides for an initial term of five years, with two additional five-year renewal periods, ending September 30, 2033 (Exhibit 3).

On May 21, 2019 (Item No. 5), the Commission approved the First Amendment to the Agreement No. 18-CP-CSA-BGC-01 to revise Section 4.4.1, Program Services (Exhibit 4).

On February 24, 2023, Broward County sent a letter to BGC confirming the initial renewal period, from October 1, 2023, through September 30, 2028, per Article 2 of the Agreement.

Lauderhill facility

On June 29, 1993 (Item No. 84), the Commission approved Agreement No. JJU-001 between Broward County and BGC to provide youth program services and capital improvements at the Lauderhill facility, leased from the City of Lauderhill. The lease between Broward County and BGC for the Lauderhill property ends May 31, 2086 (Exhibit 5).

This item requests Commission approval for:

i) Fiscal Year 2024 funding for the Carver Ranches facility in the total amount of $1,199,643 ($1,130,043 for operating funding and $69,600 for capital funding);

ii) Fiscal Year 2024 funding for the Reitman facility in the total amount of $909,419 ($847,019 for operating funding and $62,400 for capital funding);

iii) Revision of property insurance requirements to reflect Broward County will be responsible for the property insurance costs for the Broward County-owned Carver Ranches and Reitman facilities, in addition to the leased Lauderhill property.

Retroactive approval is requested for this item as the insurance for both properties expired on April 1, 2024, and CPD wanted to ensure that there were no gaps in coverage for Lauderhill or Carver & Reitman. The changes result in cost savings for the County.

The Amendments (Exhibits 1 and 2) have been reviewed and approved as to form by the Office of the County Attorney.

Fiscal Impact

Fiscal Impact/Cost Summary

Program Services: Funding is provided through the Trust Fund (Section 18-112.2, Code of Ordinances). Supplemental funding through the General Fund is identified to offset the decline in Trust Fund revenues; however, the level of funding is contingent upon the Commission’s adoption of each annual General Fund budget. Capital Funding: The estimated annual amounts for the three facilities are based on the Five-Year Capital Program adopted by the Commission at the Public Hearing on September 19, 2023, Resolution 2023-598.
