Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE ELDERLY AND VETERANS SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE ACTION.

 

This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” This Agreement provides match funding to Areawide Council on Aging of Broward County, Inc. (“Council”) to fund an array of support services provided through the Council to Broward County residents who are age 60 or older.

 

The Council is responsible for planning, coordinating, monitoring, and funding programs and services that meet the needs of 483,788 seniors living in Broward County. Federal dollars are allocated to the Council through the Older Americans Act, and state dollars are allocated through the Community Care for the Elderly Act.

 

For every $9 provided by federal and state resources, the Council must raise $1 in local match dollars to provide for the receipt of 45% of grant dollars to support services for Broward County’s eligible seniors. The Council developed a formula to request and receive funds from Broward County and its municipalities for the Council’s required match. The Commission has approved the allocation of this local match funding for the past 20 plus years.

 

For Fiscal Year 2024, the Council must raise a total of $1,531,696, which includes $684,920 from Broward County, to ensure that it matches the $13,785,264 in federal and state funding. The Council met its outcomes for fiscal year 2023.

 

Also, this Agreement provides the Council with $100,000 in supplemental rollover funding to purchase tablets for the Council’s project to improve isolated seniors’ quality of life with access to the internet. These funds will be used for one-time technology equipment purchases.

 

Retroactive approval is requested due to both the Elderly and Veterans Services Division’s and the Council’s delays related to resolution of certain programmatic matters.

 

The Agreement (Exhibit 1) has been reviewed and approved as to form by the Office of County Attorney.
