Why Action is Necessary

A Resolution directing the County Administrator to publish notice of public hearing to consider adoption of the Resolution Amending the Broward County Administrative Code was adopted by the Board of County Commissioners (“Commission”) at its meeting of August 20, 2026.

Allows for the Commission’s consideration of the Resolution Amending the Broward County Administrative Code (“Administrative Code”).

Summary Explanation/Background

At the May 26, 2026, Commission meeting, the Commission directed that the procedures for issuing proclamations be updated. The proposed Resolution (Exhibit 1), if adopted, would make the following material changes:

1) Limit proclamations to be presented during Commission meetings to three per Commission meeting, one per Commissioner per Commission meeting, and six per Commission District each calendar year;

2) Authorize the Mayor to add one additional proclamation at a Commission meeting in exigent circumstances; and

3) Limit recipient comments to two speakers of three minutes each.

 

Exhibit 2 is a proposed amendment by Commissioner Hazelle Rogers providing that Proclamations are considered for approval in the order in which the requests are received.

 

Exhibit 3 is a proposed amendment by Vice-Mayor Robert McKinzie limiting Proclamations presented at Commission meetings to the half-hour preceding the start of the meeting and permitting “day-naming” Proclamations to be recurring (i.e., the day-naming honor could extend into subsequent years without issuance of a new proclamation).
