Summary Explanation/Background
The proposed Ordinance amends Chapter 5 of the Code to implement certain requirements of Chapter No. 2026-64, Laws of Florida, relating to development review and permitting procedures. The legislation establishes an alternative development review process intended to streamline the review and approval of certain development applications by allowing eligible applicants to request the use of qualified contractors or qualified contractor firms to supplement local government staff resources.
The proposed Ordinance incorporates these provisions into the County’s existing development review procedures by establishing a registry of qualified contractors and qualified contractor firms. Applicants whose development applications are eligible for administrative review and approval may elect to utilize a qualified contractor or qualified contractor firm from the registry. Such requests must be submitted in writing to the County’s Housing and Urban Planning Division.
The proposed Ordinance also addresses the applicability of fees for preapplication consultation and voluntary review when qualified contractors or qualified contractor firms are utilized. The proposed Ordinance will become effective on January 1, 2027.
