Provides for Board adoption of a Resolution, as required by FDOT to authorize the submittal of a Section 5310 discretionary grant application to FDOT by the Transportation Department requesting funding for the purchase of ADA accessible paratransit vehicles.

Summary Explanation/Background

THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THIS ITEM.

 

This item supports the Board's Value: "Cooperatively creating an efficient and accessible regional intermodal transportation network."

 

Title 49 U.S.C. 5310 authorizes a formula assistance program to provide funding assistance in connection with transportation services for seniors and individuals with disabilities. FTA 5310 funds are apportioned annually, based on an administrative formula considering the number of older adults and individuals with disabilities. The Florida Department of Transportation (FDOT) has been designated by the Governor to administer the 49 U.S.C. 5310, Formula Grants for the Enhanced Mobility of Seniors and Individuals with Disabilities Program for small urban and rural areas and does so through a discretionary grant process. Eligible recipients for these include public agency Community Transportation Coordinators (CTCs) and private non-profit organizations.

 

In order to apply for these grant funds, FDOT requires a public hearing to allow comment on the Transportation Department’s (BCT’s) proposed application to FDOT for a State Fiscal Year 2026 Section 5310 grant in the amount of $1,022,656 ($909,028 in federal funds and $113,628 in state funds) that, in combination with a required 10% local match of $113,628 from Broward County, would be used for the purchase of nine paratransit vehicles, each valued at $126,254 for use in the paratransit transportation program (TOPS).

 

Should the requested grant funding be approved, BCT will submit an order to FDOT for ADA accessible transit vehicles to be purchased through the Transit Research Inspection Procurement Services (TRIPS) program (as required by Section 5310). The vehicles will be converted to operate on propane after delivery using our existing contract.

 

As required by FDOT, a notice of the public hearing on this item was published in the newspaper in advance of the meeting (April 1, 2026) and was also posted on BCT’s website.

None for this action. If the full grant award of $1,022,656 ($909,028 in federal funds and $113,628 in state funds) is awarded to Broward County, local matching funds from Broward County of $113,630 will be expended. These local matching funds are budgeted in BCT's Surtax Capital fund budget.
