Why Action is Necessary

Board of County Commissioners’ approval is required, at a public hearing, to set rates per Section 34-6 of the Broward County Code of Ordinances. The Broward County Charter requires the posting of notice and a public hearing for adoption of amendments to the County Administrative Code.

Provides for the public hearing required to amend Section 38.19 of the Broward County Administrative Code.

Previous Action Taken

The proposed Raw Water Supply Large User rates were presented to the Board of County Commissioners at the Budget Workshop on June 16, 2026, at the Governmental Center.

 

Summary Explanation/Background

THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND THE WATER AND WASTEWATER SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

Broward County provides raw water to five Large Users (the cities of Dania Beach, Deerfield Beach, Hallandale Beach, and Hollywood, as well as Florida Power and Light are wholesale raw water users, and comprise the Large Users) through its Regional Raw Water System. The County's agreements with these Large Users require annual revisions to the rates for raw water.

 

The recommended Fiscal Year 2027 operating and capital program budgets include increases in the rates for raw water, effective for all services rendered on or after October 1, 2026. The proposed rates represent a 4.65% increase to Large Users (Exhibits 2 and 3). Staff has notified the Large Users of the proposed rates. The following table shows a comparison of proposed and existing rates:
